One of Eunomia’s DRS-leads, Orla’s background in policy analysis and government affairs provides a holistic approach to environmental policy development.
Orla is part of Eunomia’s Policy team and is based in the Bristol office. Specialising in deposit refund systems (DRS), Orla has a comprehensive understanding of DRS design principles and the impact design choices have on a system’s cost effectiveness and environmental impact.
She has recently managed DRS feasibility studies in both Turkey and the Czech Republic, including reviewing alternative approaches for the latter to meet targets in the EU Single Use Plastics Directive.
Orla has previously been the technical lead on projects requiring legislative reviews and recommendations to improve existing DRSs in California, Connecticut and Quebec, working closely with Eunomia’s modelling experts to assess the costs and benefits. Orla has presented Eunomia’s DRS work in the Czech Republic, Turkey, Kosovo and Malta, where she assisted the Government with a gap analysis of their draft DRS regulation and in preparation of their public consultation.
In addition to her DRS work, Orla’s project management experience includes a briefing on the implications for European cities of revisions to the EU Waste Framework Directive and the Packaging and the Packaging Waste Directive. Additionally, Orla has supported an assessment of single-use plastics and marine litter for the European Commission and is currently reviewing options to reinforce the EU Essential Requirements for packaging. Orla’s project experience also offers a broader understanding of Extended Producer Responsibility, for both packaging and WEEE.
Having been a Parliamentary Researcher for nearly a decade, Orla has proven research capabilities across a broad range of disciplines and an insight into the realities of policy implementation in practise. Her specialisms included foreign affairs, economic affairs and environmental policy.
Orla has previously worked as a Policy Advisor to the Shadow Secretary of State for the Environment, Food and Rural Affairs, focusing on issues such as air pollution, CAP reform, waste and resource management, flooding and EU environmental regulation.
After graduating from the University of York with an Honours degree in Politics, Orla honed her research and report writing skills with two think tanks.
