With a background in policy analysis and development, Orla has an expert understanding of Parliamentary procedures and government affairs and an approach that considers environmental issues in a wider context.
Orla is part of Eunomia’s Policy team and is based in the Bristol office. Specialising in deposit refund systems (DRS), Orla has recently managed a project considering a possible deposit system in the Czech Republic, and conducted a peer review of a feasibility study for a DRS in Eastern Europe.
Her project management experience also includes a briefing on the implications for European cities of revisions to the EU Waste Framework Directive and the Packaging and the Packaging Waste Directive. Additionally, Orla has supported an assessment of single-use plastics and marine litter for the European Commission, and a project for the Scottish government considering options for a Scottish Aggregates Levy.
Orla also previously managed a project reviewing the Quebec system and opportunities for reform. This included modelling take-back options, an assessment of retailer handling fees, looking at the use of telematics in the waste industry to generate efficiency savings, and fraud prevention methods. She also contributed to a project analysing DRS legislation in the USA and the scope for redesigning the DRS in Connecticut. This modelled the costs of the current system and a new system, and investigated the consequences for different stakeholders, as well as the implications for waste and recycling. As part of this work, Orla developed a blueprint for a modernised deposit system in the USA. Orla also led a project for the Maltese government to support the introduction of a DRS in Malta. This included providing gap analysis of the draft regulation, system design and financial modelling, and preparing a public consultation.
Having been a Parliamentary Researcher for nearly a decade, Orla has proven research capabilities across a broad range of disciplines and an insight into the realities of policy implementation in practise.
Her specialisms included foreign affairs, economic affairs and environmental policy.
Orla has previously worked as a Policy Advisor to the Shadow Secretary of State for the Environment, Food and Rural Affairs, focusing on issues such as air pollution, CAP reform, waste and resource management, flooding and EU environmental regulation.
After graduating from the University of York with an Honours degree in Politics, Orla honed her research and report writing skills with two think tanks.
