In the current economic climate, local authorities must find savings across all their services. Sometimes these can come from redesigning the way that services are delivered or from increasing productivity.
However, where services are contracted out, it can seem like an impossible task to make savings until the contract is retendered. Our experience shows that contractors will often be open to reducing contract charges provided that their own costs can also be reduced as a result of any changes to the service that are agreed.
We conducted an operational efficiency review for Home Counties District Council. We reviewed the refuse and recycling collection services for the authority, which involved a work study and assessment of working practices, service design and vehicle design. Our work identified potential savings of £500k – £750k.
Our recommendations were adopted by the authority, and those already implemented have resulted in £250k of the identified savings being realised so far.
