James joined Eunomia in 2004 bringing both local government and operational experience dating back to 1995. Whilst working for LB Ealing, James assisted Eunomia in preparing tender documents and in managing the process of procuring a major waste services contract. More recently, James has worked on numerous strategy projects, including leading on work for the LB Hackney, Western Riverside, Hertfordshire CC and Surrey CC. These projects involved cost and LATS balance modelling to illustrate the financial impacts of new legislation for officers and members and to support business case development for improved collection systems focused on bio-waste diversion.
In an early piece of work for Surrey CC analysis was conducted and presented to inform discussions regarding partnership working and the design of incentivise mechanisms to correctly align WDA and WCA interests. Subsequent extensive work for Surrey CC, for Surrey LGA and for various of the districts has included the delivery of practical trials; the investigation of the possible options for partnership working and the development of a project plan for the deployment of several millions of pounds of treatment and collection infrastructure. James has, over the past 18 months taken a close interest in the development of kitchen waste collection services and has recently designed 6 of 17 collection trials and is now managing three of those.
