Dr Debbie Fletcher

With a Ph.D. in Geography and previous experience working for a local authority waste services team, Debbie joined Eunomia in 2008. Debbie’s current work is largely focused on the management of projects working on behalf of local authorities looking to improve and/or procure waste collection services, secure treatment options, and deliver efficiency savings. Projects have included larger scale waste partnership work for groups of authorities in Dorset, Buckinghamshire and Cambridgeshire, with a particular focus on developing the business case for these partnerships and understanding where savings will be realised. In addition, Debbie has also delivered a number of individual authority projects focused on collection options appraisals, the procurement of waste services and street cleansing contracts, and seeking efficiency savings. Debbie is thus able to bring a substantial amount of practical knowledge and understanding of resource efficiency and waste management to her policy-driven research.

Debbie also has a strong technical background in a number of key policy areas, particularly in relation to compost product standards and producer responsibility measures. As part of the first phase of a year-long study for the Department of the Environment, Heritage and Local Government, Ireland, Debbie reviewed current international policy on Waste Electrical and Electronic Equipment, minimum recycling requirements and compost product standards. Debbie was also part of the team at Eunomia looking at producer responsibility measures in Scotland on behalf of the Scottish Government. Recent work has focused on investigating the potential costs and benefits associated with introducing a deposit refund scheme in the UK and further afield. Debbie also managed a project for the Welsh Assembly Government which looked to undertake a cost-benefit analysis of kerbside sort, co-mingled and partially co-mingled dry recycling schemes across Wales, set in the context of Towards Zero Waste, the national waste strategy for Wales.
