Rob possesses an in depth understanding of the development and implementation of energy policy, gained from over nine years’ experience in the sector. He is able to deliver value to clients by bringing this expertise to bear in the analysis of complex issues, evaluating potential solutions and developing strategies to deliver them.
Rob also has proven ability in managing government procurement processes and high value government contracts in the energy sector. He is able to facilitate effective communication between stakeholders and engage with clients in order to deliver tangible results.
Rob is a certified PRINCE2 ® practitioner and specialises in leading complex projects through their full lifecycle to time, cost and quality objectives.
Rob is currently leading the provision of technical support to the Department of Energy and Climate Change on its delivery of the Electricity Demand Reduction Pilot. This includes assessing Measurement and Verification Plans from applicants, verifying that peak kilowatt savings are being achieved and coordinating a site inspection programme. In addition, Rob has led two of Eunomia’s work streams under their role in a consortium project to evaluate the Renewable Heat Incentive (RHI) on behalf of the Department of Energy and Climate Change (DECC). This has involved interviewing RHI applicants that have installed multiple renewable heat technologies regarding their motivations for installing renewable heat technologies, as well as their experiences with the RHI application process and use of the technologies. Rob has also interviewed representatives from the biomass supply chain for large installations to understand their perceptions on the market outlook and their views on the RHI. In addition, he has been analysing the interview findings, identifying trends and presenting the results to DECC. Furthermore, Rob has managed the review of the Green Deal in-use factors which are used to reflect the difference between the theoretical and in-situ performance of energy efficiency measures.
Prior to joining Eunomia, Rob managed the development and implementation of the Non-Domestic RHI audit programme at Ofgem, which verified scheme participant compliance against the RHI Regulations.
Rob has a total of nine years’ experience of successfully managing and supporting the delivery of complex projects in the energy sector. He has helped to develop and implement policies for both the UK and New Zealand governments that have increased uptake of low carbon energy technologies and energy efficiency measures in the residential, commercial, public and third sectors.
