Rob Gillies

Managing Consultant

A PRINCE2® accredited Project/Programme Manager specialising in public sector service change, Rob is an expert in service efficiency review projects and public sector partnership working within the waste and resource management sector.

He is accomplished in managing local authority waste and recycling service design and contract procurement, and frequently contributes to Eunomia’s public sector policy and strategy projects. Rob is able to work with stakeholders across both public and private sectors to effectively balance the operational, financial, environmental and political objectives of waste strategy, procurement and service change, and in managing the organisational and employee impacts of service reconfiguration and outsourcing.

Rob is part Eunomia’s management team for its Waste Operations portfolio and also sits on Eunomia’s Executive management team.


Recent Experience

Rob has managed numerous partnership working projects, including Eunomia’s lead advisor role to the Gloucestershire Joint Waste Programme, and the development of an Advanced Waste Partnership Route Map for Defra (included in the government’s 2011 Waste Review for England). He has also managed several projects working on behalf of local authorities to improve and/or procure waste collection services and secure treatment options, including advising on the creation of a new and innovative local authority environmental services company by two district councils and several significant waste collection procurement projects.

As lead project manager for Eunomia’s local government efficiency projects, Rob has managed a number of projects as part of the London Waste and Recycling Board’s efficiencies programme. He has also managed the development of waste forecasting models for the London Environment Directors Network (LEDNET) and the North London Waste Authority (NLWA).

Away from the local authority sector, Rob has contributed to Eunomia’s recent overseas policy development work, including researching and making recommendations on funding mechanisms for investment in climate-friendly measures for Indian industry as part of work for the Foreign and Commonwealth Office and the Confederation of Indian Industry.

He has also recently managed a European project examining the role of waste management performance contracting in supporting the Waste Hierarchy. Closer to home, he has also provided environmental services contract bid support to several private sector contractors across England and Wales and delivered Eunomia’s recent report for Waste & Resources UK on managing SRM price risks.


Career History

Rob joined Eunomia in February 2010, bringing with him a significant track-record in senior level project, programme, HR and change management, and organisational transformation experience in both the public (local and central government and health) and private sectors (predominantly IT Services and Business Process Outsourcing).
