Cally is part of Eunomia’s procurement team, and is based in the Bristol office. Cally has a strong background in public sector procurement, with nearly three years’ experience working in procurement for local authority.
She is proficient in the use of Public Contract Regulations (2015), Concession Contract Regulations (2016) and Procurement Policy Notes. She is experienced in advising clients on the full procurement process; from early market engagement to evaluation and awarding, on small scale requirements to major OJEU projects. Having first-hand experience working for local authority, she also has an understanding of the pressures that the public-sector faces, and her organisation skills enable her to ensure robust project plans are achieved, in order to mitigate any unnecessary pressure on clients.
Throughout her career, Cally has demonstrated successful stakeholder and relationship management, through clear communication, developing a true understanding of her clients’ needs, and providing the most appropriate solution. She is a keen advocate of achieving value for money procurements through collaboration, innovation and strategic thinking.
At Eunomia, Cally is mainly engaged in supporting local authorities with procurement and commissioning options in environmental services. Her primary focus is tender strategy development and tender support in waste collection, street cleansing and grounds maintenance.
Cally formerly worked for Borough of Poole as a procurement officer, providing advice to local authority clients on their projects, so they achieved legal, transparent and compliant procurement procedures. The projects she focused on were mainly construction, environmental related services and corporate requirements for the Borough of Poole and neighbouring authorities. She also managed a suite of corporate contracts for the Borough of Poole and neighbouring authorities including vehicle hire, cash and valuables in transit and personal protective workwear supply. Through this role, she has experience working with a range of stakeholders and clients and has successfully led a range of procurements through to completion, including successful contract management.
She was Relationship Manager for Borough of Poole’s Arm’s Length Management Organisation which resulted in increased collaborative procurements, having a positive impact upon resources, and achieving value for money. She was also lead liaison between the procurement team and the environmental services team and developed a successful relationship with neighbouring authority Christchurch Borough Council and East Dorset District Council Partnership, who outsourced their procurement advice to Borough of Poole.
Cally has a degree in BSc (Hons) Marine Biology and Oceanography, gained at the University of Plymouth. Cally has also volunteered for four years as a Marine Warden for the Dorset Wildlife Trust and brings her passion for the environment, along with her procurement skills, to her work for Eunomia.
