Working with Defra over a period of two years Eunomia developed both the options stage and full impact assessments (IA) for the development of a new Environmental Permitting regime for waste and industrial activities.
Developed from first principles, Eunomia collated data from industry and regulators alike to provide a baseline against which the impacts of the regulatory changes could be measured. These changes were developed through liaison with policy makers, regulators and through expert judgement to develop the necessary assumptions to feed into the Assessment. Eunomia were retained to undertake the IAs for phase two of the EPP.
The Final IA was taken forward at a European level as an example of best practice and in this area of policy development. Speaking about the project, the Defra manager of the IA projects said “Eunomia’s expertise and flexible approach means we have successfully delivered five complex impact assessments on time and to budget”.
